In
recent years many EU-member countries introduced a competitive tendering
procedure for the assignment of franchised monopolies in local transport
services, including bus, underground and local trains. Competition
for the market is widely considered as an appropriate instrument for
creating some competitive pressure in a market in which an open competition
in the market is not feasible or uneconomic. In the paper the organisation
of local public transports in some European countries (including Italy)
is analysed, focussing on the outcomes of competitive tendering procedures.
The paper also attempts at pointing out the causes of the so far limited
effectiveness of these procedures in Italy compared to other European
countries.
