The Galli Law (Law no. 36/1994) is aimed at diffusing
a managerial approach in the Italian water industry, reducing the
number of firms, and improving the quality of the service. In particular,
according to this law the supply for water and sewerage in a defined
local context is assigned to a single operator. The analysis is focused
on six organizational models adopted by different operators. For them,
we indicate advantages and limits, in relation to obtain efficiency
and effectiveness in the sector. We propose to model the organizational
structure as an operating holding company. This model is characterized
by the presence of operative units, constituted as limited companies,
and sizable technostructure.
